UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a recent study of municipal councils, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and land to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would prioritise restructuring services and utilising savings to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to raise local levies next April to address the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils this week also found council budgets being stretched by the growing number of young people and adults requiring special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document outlining those reforms has been postponed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering English councils, several participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the study revealed.
