The Former President's Woke Warning Overlooks The Continent's True Threat: Economic Stagnation.

The recent US security policy document offers a flawed view of the European Union. It claims that open-border policies and what it terms "woke" policies represent an grave threat to European civilization. However, this perspective rests on a fundamental misreading of the reality. The true challenge facing the EU is not cultural but economic and technological backwardness.

A Glaring Economic Gap Separating the US and Europe

The data reveal a stark contrast. From 2008 and 2023, American economic output grew by 87%, compared to a paltry thirteen and a half percent increase for the EU. During this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major EU nations like France and Italy.

Today, roughly 50% of the global top fifty tech companies are American, while a mere four are European.

The Technological Shortfall: A Critical Question

The growing disparity stems from superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The scene of global tech dominance is decidedly American. In the last five decades, hundreds of American startups have scaled into enterprises valued at over $10bn, versus just 14 in Europe.

This disparity prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU positioned? Most analysts agree it is largely a two-horse race involving the United States and China, with Europe entering at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

A number of key reasons account for this technological divide.

  • Financing Ecosystem: The United States has a far deeper and more dynamic network for funding startups. Europe still lacks a genuine capital markets union, a factor that caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder European business. A American entrepreneur can launch a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population size, is split among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has eroded its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have begun to propose substantial change. Notable reports on EU competitiveness and the internal market highlight the need for major changes.

Given appropriate incentives and rule changes, these assets could support much higher levels of commercial innovation.

The continent retains significant strengths: high-quality human capital, excellent schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these foundations could unleash a new wave of venture creation.

Importantly, even if Europe does not become the leader in developing next-generation tech, it can still dramatically boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's technological decline has been steady. But, without decisive action to tackle its structural weaknesses, today's slow erosion could turn into a sudden and irreversible loss of global economic relevance.
