Sheff Wed Deals with Major Issues, Says New Football Authority

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

The team's current difficulties constitute a "serious issue" and the new football authority is seeking powers to examine team situations in such situations, the recently named head the regulator has announced.

During an extensive discussion, Kogan, who was recently selected, showed understanding towards supporters of the Owls.

The regulator engaged with four fan organizations connected to the Championship side this week.

The football club have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," the regulator explained.

"Wednesday stands as one of the iconic names for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and addressed."

Monetary Issues and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year caused limitations by the English Football League (EFL) in summer, blocking the team from conducting any recruitment activities for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where supporters are loyal to a community organization that has existed throughout their lifetimes in many cases.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to work with them.

"The final option we would consider is commence engagement with an individual club, an individual owner, without being able to work with that owner to try and resolve the issues that the club's facing and the owner's facing," the regulator explained.

"But the truth is, when you look back over the history of football, over the past few decades there have been particular chairmen, a small minority, but particular people who have shown negligence in the manner they have operated their organizations and finally don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to explain the responsibilities of the oversight body this week and stated it constituted a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the extraordinary progress that's been made might evaporate rapidly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we've got to keep it going.

"Substantial financial resources entering the sport and has come into football for the recent generations, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Elite Division Worries

The Premier League opposed the formation of an authority because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I'm absolutely committed to the success and growth as an commercial operation of the top division.

"As someone who appreciates the apprehension regarding damaging the top flight as an elite competition of the nation. But concurrently, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, actually, they have been advising us privately they have a significant confidence."

Ideological Links

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the political party in 2020.

The chairman donated money to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any type of partisan engagement."
